Fred

Fred was a dog handler for the RPD. His pride and joy were the two dobermans owned by the RPD, Rocket and Jo Jo, and he often took them over to Raccoon High school for the kids to see.

During the Raccoon City outbreak, Fred was holed up in the Eastern Wing alongside Marvin Brannagh and several other officers. After coming up with an escape plan, Fred stood guard in the reception room on the ground floor.

Once help was on the way, he made his way down to the basement past the parking garage to get the dogs from the kennels. However, they were already infected and had transformed.

Fred was found by Kevin Ryman, mortally wounded in one of the kennels. He offtered him some ammunition before dying. He also had a roll of film that was contained evidence against Chief Irons' secret activities.
