Neil Carlsen

An officer of the R.P.D. He was out on patrol on the evening of the 20th when he responded to a call about a suspicious individual lurking near the sewers. This individual was actually a member of Hunk's USS team who was scoping the area for possible entry points to Birkin's lab. The USS member fled when Carlsen spotted him but in his haste he left a number of items behind including an infra-red scope and small traces of plastic explosive. These items were recovered by Carlsen and booked into property at the RPD. The recovered plastic explosive was later used by Claire Redfield to blast through the a wrecked helicopter to gain access to Chief Irons' office.

Neil Carlsen's eventual fate is unknown.
