Just wanted to break down what it is for anyone that it could be helpful to.

It's explanation is not in any game.

It's just explained in the Kaitai Shinsho and Archives.

Breakdown

Scientists were researching zombies in the Arklay labs.

The result of this research led into the discovery of this mother fucker.

He was called Crimson Head Prototype 1.

The process discovered was called V-ACT which is essentially the re-activation of the T-Virus.

It's not known which two categories this Prototype 1 fell under but one of these two things happened.

It was a regular zombie at first that either:

1) fell into coma from starvation

Or

2) was severely wounded.

One of these resulted in the zombie body's last ditch effort to survive by going through severe mutations, thus the Crimson Head Prototype 1.

Samples of the virus were extracted but this motherfucker was deemed too dangerous and locked the fuckup afterwards.

He was put in a coffin and chained to the ceiling - 4 masks were required to unlock him.

Even with this type of caution though this strain of virus was leaked into the Arklay Laboratory.

We don't know why the Crimson Heads you run into in the game are weaker than Prototype 1.

Maybe he was just a rare freak mutation.

The typical attributes a Crimson Head has as opposed to a regular zombie are super strength and speed.

They all have it, but again, the Prototype was even stronger and faster.

But now we do know why you need to burn those fuckers!

Because they either starved to death without eating flesh or took major damage!

You can't leave them in a dormant state (it's unclear how long) but you gotta burn the flesh or decaptitate its head (aiming the shotgun upwards is the best method for this, when they get right up to you pull the Trigger).

You'd be interested to know another T-Virus strain was created from this research.

Through the V-ACT process, through a different strain of T these were born!

My conclusion is that Prototype is stronger probably because he was the first zombie to ever produce V-ACT, hence why he was called a special specimen that could not be disposed of.
He was unique.

Yes indeed!

could be, he could be just a freak mutation that produced it and Umbrella scientists were never able to quite replicate it since!

Exactly, it was so unique that it even killed 4 researchers and the remaining ones simply didn't want to dispose of it because it had potential.

The V-ACT strain ended up being recovered by the Birkins and later this "type" was sold to the Sacred Snakes.

It might have been a weaker strain as the Javier Zombies share only some characteristics with Crimson Heads. But in the files it's phrased like it's the same strain between each game:

REmake:

When the host loses consciousness, this type enters a dormant period and reconstructs body tissue.

DC:

人為的に活動停止状態に置き、V-ACT作用を引き起こすことで凶暴性、速度を上げたタイプもいるらしい。
It seems to be the type that increases ferocity and speed by artificially placing them in a state of suspended animation and inducing the V-ACT effect.

He could've been powerful for gameplay purposes only but if you want to have a more explainable approach on this, I'd say that the constant experimentation made him that way. He was the first ever V-ACT mutation, he was unique. The constant experimentation possibly made his cells stronger as well.
All the V-ACT Strains that ever existed and got leaked in the Arklay Mansion were extracted from him. So yeah, this specimen was responsible for one of the most powerful T-Virus strains.
