I was just thinking that Damnation could very well take place in the "Republic of Idonia/Edonia"(as the jp website calls it); if the filmmakers are stating that the location is a not-well-known small East European nation with ongoing civil conflict. The anti-government guerrillas would probably be involved in this war, and Jake, in his mercenary days, could be the one that shows up in the trailer.

In Re6, Jake seems to imply that he's fought bioterrorism before, so I don't see why it would be odd for him to show up before Leon, taking down lickers and other monsters.
