Allow me to elaborate a bit more on the possibilities of Billy's return. I agree with D on the idea that Billy's story was self-contained in RE:Zero. He did serve his purpose. He helped Rebecca; She saw he was essentially good, and let him go, and that was that. No option was left open for a return. . . or so it may seem at first. If there is one thing I've learned about the RE series so far is that 'ANYBODY CAN RETURN'. If Capcom scriptwriters had the nerve to bring back some one who was supposedly dead and gone (we saw Wesker die with our own eyes, after all), then they sure as hell can bring back a character who simply walked away. I believe that once a character is included in the RE canon or mythology, then they never really go away. The possibility of a return is always there. Sure, Billy has no personal beef against Wesker, but neither did Leon. . . and Leon did come back. While I was initially disappointed by the fact that Billy had little connection to Umbrella and the fact that he just 'tagged along' to help Rebecca, by the end of the game it's a different story. Billy IS a survivor, and a witness to Umbrella's horrors. He certainly has the motivation to join the good guys and fight the biohazardous horrors that Wesker/Umbrella may unleash in future sequels. Yeah, he's still an escaped convict on the run. But killing 23 people is nothing to the damage and death Umbrella caused. His conviction may be forgiven for the sake of fighting a greater evil.

Billy never really had any interest in destroying Umbrella. U could tell by his attitude that he couldn't care less if Umbrella was developing biological weapons so long as they didn't get in his way.
All Billy wanted to do was get out of Raccoon, he used Rebecca to help him and along the way they formed a bond. But he is gone now, and it would make little sense to bring him back as he has no ties to any of the characters save Rebecca.
Even Rebecca never showed any evidence of hating Umbrella as much as Chris/Jill/Leon did and that cud be why she hasn't been in any of the series since. After RE1 she probably transferred away somewhere and given her age and lack of experience, Chris and the others probably thought this would be the best thing for her.

As for Billy, Umbrella Chronicles may offer a brief epilogue on his character and the RE0 level may offer more clues on his background, but i think that's the best you can hope for when it comes to him returning to the series in the future.
