Yeah, he's still an escaped convict on the run. But killing 23 people is nothing to the damage and death Umbrella caused. His conviction may be forgiven for the sake of fighting a greater evil.

In terms of connection with the main plot not, since at this stage (RE0 explanations) he has nothing to do with Umbrella, just a mere civilian who killed 23 people, something so little compared to what Umbrella did.

But since he's gonna appear in UC, maybe we'll know more from his backround and if he has anything to do rather than just escaped the Training Facility with Rebecca then I say why not ;)

Billy never really had any interest in destroying Umbrella. U could tell by his attitude that he couldn't care less if Umbrella was developing biological weapons so long as they didn't get in his way.
All Billy wanted to do was get out of Raccoon, he used Rebecca to help him and along the way they formed a bond. But he is gone now, and it would make little sense to bring him back as he has no ties to any of the characters save Rebecca.
Even Rebecca never showed any evidence of hating Umbrella as much as Chris/Jill/Leon did and that cud be why she hasn't been in any of the series since. After RE1 she probably transferred away somewhere and given her age and lack of experience, Chris and the others probably thought this would be the best thing for her.

As for Billy, Umbrella Chronicles may offer a brief epilogue on his character and the RE0 level may offer more clues on his background, but i think that's the best you can hope for when it comes to him returning to the series in the future.

I think it's very unlikely that Billy will be back, but keep in mind that he was in Africa at one time and Resident evil 5 takes place in the desert. Not saying it will happen but it is something to ponder on.

As far as the story goes, Billy has filled the void as required and does not need to return, nor will he. Capcom would not have to dare making up another fish out of water Leon-Ada style plotline because the odds of Rebecca seeing Billy alive again are 1000 to 1...
