realize his limitations as a researcher and applies for a transfer to
the information bureau, where he could continue his private
investigation into the man who owns Umbrella. He leaves the Arklay Labs.

Officially the end of the USSR. The hammer and sickle flag of the
Soviet Union is taken down and replaced by the Russian flag above the
Kremlin. This would be an influential event for Umbrella as it would
lead to Sergei Vladimir joining the corporation.

RE3 – CITY GUIDE
In his fifth year as Mayor, Michael Warren accepts Umbrella funds to
build a state of the art hospital and rebuild the municipal building in
Raccoon City. He is rewarded with a grand statue which is placed in the
municipal building.
REUC – SERGEI VLADIMIR PROFILE
REUC – DARK LEGACY 2
Former USSR Colonel Sergei Vladimir approaches Umbrella looking for
work. He rises quickly throughout the company as it turns out he is a
rare suitable host for a Tyrant and that in following years, ten clones
of Sergei will be made to make more Tyrants and improved models such as
the Mr X T-103 models.
Because of this, will become involved in Tyrant research and his
years of experience in military affairs will make him instrumental in
the formation of Umbrella’s private militia, the Umbrella Biohazard
Countermeasure Force {UBCS}. He becomes close to Spencer himself and is
fanatically loyal to him and makes sure even the most radical of
Spencer’s wishes are carried out.
1993
Raccoon Police
Chief Brian Irons begins to receive large bribes from Umbrella to
protect their illegal enterprises within the city.
RE - ARCHIVES
William Birkin begins preparations to transfer his work to the newly
finished underground lab beneath Raccoon City.
REUC – U.M.F -13
The 13th-generation supercomputer U.M.F.-13 is contained
within Birkin’s new lab in Raccoon City. All the data gathered from the
network of Umbrella’s branches around the world is stored as a backup on
this mainframe. It has been decided that this wealth of information is
kept in one location to serve as a safety measure should Umbrella run
into difficulty and need to be re-established.
REUC – UMBRELLA RUSSIAN BRANCH NOTES
Umbrella takes over a chemical processing plant in the Caucasus
region of southern Russia. The processing plant is kept as a front, but
Umbrella build facilities beneath the surface to perform viral and BOW
research. It is Umbrella’s newest facility and serves as Sergei
Vladimir’s base of operations.

Located in Raccoon Forest, there is a small hospital. Experiments are
being performed on the patients there with experimental drugs provided
by Umbrella. Umbrella is able to transport and maintain the drugs by
acting under the pseudonym “Drugs. Inc.” Umbrella’s contact in the
matter is the hospital administrator, Albert Lester. His wife Dorothy is
suffering from terminal cancer and Lester hopes Umbrella’s drugs will
lead to her recovery.

68 year-old Doug Frost is to be the first test subject with physician
Alan Erdot. At 10PM today Mr Frost is administered with T-JCCC203

Cancerous cells are reported destroyed in test subject Doug Frost at
8:30AM and 5PM today.

As of 8:30AM today, test subject Doug Frost’s condition is normal.
Appetite is normal. As of 5PM today however, appetite has become
intense.

At 11PM today test subject Doug Frost undergoes sudden change in status.

As of 1:17AM this morning, test subject Doug Frost is declared dead.
REOUT2 – KURT’S NOTEBOOK
A reporter named Kurt obtains a tip off that the hospital in Raccoon
Forest is undergoing some sort of illegal operation and decides to
investigate.
REOUT2 – CLINICAL REPORT: MAY 20TH
35 year-old Dorothy Lester is the next test subject at the Raccoon
Forest hospital. Alan Erdot is again the attending physician. Dorothy
Lester administered T-JCCC203 at 1PM today.
REOUT2 – CLINICAL REPORT: MAY 21ST
Test subject Dorothy Lester’s blood pressure and heart beat returned to
normal as of 8:30AM today. Brainwaves are steady as of 12:30AM. At 5PM
breathing is steady and respirator is disconnected. At 23:15PM subject
is awake and conscious.

As of 5:30PM today, subject Dorothy Lester has normal appetite.

Subject Dorothy Lester develops intense appetite at 8:30AM. Cyclical
brainwave pattern is initiated at 13:20PM and subject returns to normal
status by 7PM.

Subject Dorothy Lester develops intense appetite at 8:30AM and again at
5PM.

Symptoms are repeating as subject Dorothy Lester develops intense
appetite at 8:30AM and again at 5PM.
REOUT2 – KURT’S NOTEBOOK
After doing more research, Kurt writes that the more he finds out
about the hospital in the Arklay Mountains, the more unsettling the
whole thing becomes. Details about patient deaths are never reported and
details on drug suppliers and routes are buried too deeply to uncover.
He is of no doubt that local pharmacy chain “Drugs Inc” is entangled in
the mess as well. The trail is becoming harder and harder to follow.
REOUT2 – DOCTOR’S CONFESSION
The hospital in Raccoon Forest is suddenly overcome by a strange growth
of organic plant life. One of the doctors working there, Alan Erdot,
wonders if it has something to do with the Umbrella drugs. The test
drugs are administered to patients and the results returned to the
company. They are trading human lives for money. Their scheme is running
off its tracks and the doctor learns that the data is apparently being
used by Umbrella for their bio-weapons division. He notes that the RPD
are aware of what is happening within the hospital but they never press
charges as threatened. Alan realises just how powerful Umbrella are,
they even control the police.
REOUT2 – KURT’S NOTEBOOK
REOUT2 – DOCTOR’S CONFESSION
Kurt decides he needs to infiltrate inside the hospital and steal
some of the experimental drugs as evidence knowing that with hard proof
like that; they won’t be able to deny or cover up anything. However,
when he enters the hospital the following night, he is killed by the
plant life taking over the hospital.
REOUT2 – DOCTOR’S CONFESSION
Following the death of Kurt, the workers at the hospital think their
game is up and that the hospital’s activities will inevitably be
exposed. However, this turns out not to be the case as Umbrella’s bribes
succeed in keeping everybody quiet.
REOUT2 – FLASHBACK
Realising the heat is on them, Umbrella decide to take no chances and
the hospital in Raccoon Forest is closed down; the Umbrella experiment
is covered up leaving no trace of the devious goings on that had
occurred there.
RE - ARCHIVES
Alfred Ashford graduates from a prestigious English University and
begins to work as Managing Director of the Umbrella Antarctic Base. He
also becomes Commander in Chief for Rockfort Island.
REOUT2 – MOUNTAIN SAFETY REPORT: SEPTEMBER
The old path through Raccoon Forest will be closed throughout the
coming winter season due to accidents and missing person reports in the
Arklay Mountains being on the rise in recent years and due to the fog at
high altitudes.

The Military Training Facility on Rockfort Island is completed.

Robert Dorson begins working as Alfred Ashford’s private attendant on
Rockfort Island, succeeding Scott Harman.
